The use of food banks has grown for at least 3 reasons: more have been set up hence covering more of the country, people have become aware that this help is available and the need for help has increased. The danger of an enquiry is that it kicks the ball into the long grass so that some plan for overall reform does not appear until after the next election. Ian Duncan Smith is still in the early stages his reforms. The figures indicate that only a small proportion of those relying solely on working age benefits are using food banks. Their problems may be expressed as poor diet, inadequate heating and increasing indebtedness. Reform is urgently needed to the bedroom tax, council tax relief, sanctions policy and work capability assessments
